No they are not. People spend money based on their priority. Some persons have the money to buy a car, but choose to invest..maybe in a piece of land or a business. And there ARE persons in DA who can afford those. They just prefer to spend their money doing other things.

I wish I was one, however I am workign my ass of to be able to buy one in the future
